a "signalement" is a description of a person. In the days before the common use of photographes, a full description was made. This one gives you not only the name of his parents, his date of birth and personal details.

Also his profession [beroep] Zonder=without. Militaire dienst geene , [no military service]

Relaties, gehuwd met Eva --- Relation, married to Eva ---

Vroegere veroordelingen, aantal geen. Earlier convictions, number, none

Misdrijf, waarvoor bij het laatste vonnis veroordeeld, door welke rechter. Landl. Utrecht. Crime, convicted at last judgement, by which judge. Landl. I believe this is short for "landloper" Vagabond, homeless. These people and orphans and minor criminals were sent to a type of re-education camp. These farms were established after 1818 in Veenhuizen. At present this whole set-up with all its farms, church and old prison are now on the UNESCO heritage list. One of my ancestors was sent there as an orphan in 1826 as a twelve year old boy. The city of Rotterdam paid for this all.

Thank you so much for the information.  He married in 1891 aged 23, then this card was issued 16 September 1898, when he was 30 years old.  

He passed away 1901 aged only 32years old.  Safe to say the photo on the card is him?

Estelle, the photo must be him. The last page of the documents tells us that in 1882 he was convicted by the Court in Dordrecht  to three months in jail, due to a mistreatment.

Yes, you may be sure that the photo represents him. For many of those people it is probably the only existing picture -- unless they were able to turn their life around and get settled in civil life (find work, rent a house, and so on).
