I am looking for information on Charles Louis Georges Terneus who lived in Paris in the early 1800s. I am interested if he is the father of Charles Louis Terneus born 1830.
What is the source of your information that Charles Louis Terneus was born in 1830 and that he may have originated from Paris?
The records of the civil registration of Paris were destroyed during the Paris Commune in 1871. There is only a partial reconstruction on index cards [here], but there's no record of a "Charles Louis Terneus"
De Burgerlijke Stand van Antwerpen is met deze inschrijving totaal niet bekend.

Steven,
I agree with @Peter. There are lots of mentions of Charles Louis on the internet, and nobody agrees about his factual origins. It is for the members of this forum necessary, that we have at least one clue about his place and date of birth. Otherwise it's impossible to be of any help.

Thank you for your response. I am very new to research, but I have found multiple USA Census records indicating Charles Louis Terneus was born in 1830. Most census and birth records of children and grand children list Belgium as the country of birth for Charles Louis, however at least one record list France. I found a reference to a Charles Louis George Terneus born in Paris and buried in Seine St. Dennis. I was interest if there was a connection.
I have seen suggestions that Charles Louis Terneus was born in Brussels but cannot find a family match for him. He married Anna (Mary) Magdalina in St. Louis, MO, USA. I have found the following claims on Anna's maiden name: Geitkish, Scrudder, Schruder, Scrudder, Screwdy, Scroeder, Scheder, Ansix, and Ark. I am hoping to find a marriage record for the marriage but have not been successful.
One family story tells that Anna and Charles met on the ship ride from Belgium to USA. Another story for another side of family says they knew each other before immigrating to the USA. It is said Anna family did not approve of Charles and sent her to the USA, but Charles followed her.
